I don't think scientists say CO2 is causing global warming. They say it contributes, how much is unclear. It is probably the only greenhouse gas we can control. The Kyoto Treaty, even if met, does little to reduce CO2. What it tests is whether the world governments will cooperate against global warming. And we don't know how much total cooperation will help anyway.
