I bet if you widened this analysis to virtually every country on the globe, there would be this type of tight correlation between unemployment and govt. share of GDP. Perhaps the actual correlation is between unemployment and the number of people employed by government - no doubt the great bulk of govt. shared of GDP goes to paying salaried bureaucrats.
