Between 1997 and 2004, the last year for which comparative data are available: —global GHG emissions increased 18 percent; —emissions from Kyoto Protocol participants increased 21.1 percent; —emissions from non-Kyoto nations increased 10 percent; —emissions from the United States increased 6.6 percent. Maybe Kyoto is ineffective? Maybe the countries that are pledged to it are not particularly sincere? Maybe the United States deserves a little credit every now and again?

China and India are both under Kyoto, but excempted from many of its requirements, if I'm not mistaken. It's not insincerity, it's that Kyoto lets "developing" countries spew out as much CO2 as they want, even if one (China) becomes the largest CO2 emitter in the world.
